There's a security breech somewhere...

...and it's most likely someone surrounding Nina. Here's my reasoning:

Nina set up the meeting between Bell and Dunham. Someone became aware of the meeting and dispatched the Shape-Shifter to prevent the meeting. Broyles, with apparent knowledge of all of this, attempted to force Jessups to close out the accident report quickly as an "uninteresting accident resulting in the death of a FBI agent." The only reason to be so directive about this is to try to convince the "bad guys" that Dunham was dead. But the bad guys found out that Dunham was still alive...another security breech. We need to be on the lookout for this "someone."

The first answer that pops into my mind: ...... the Observers are out there ......

As Raymond Gordon said in ep.2.03 Fracture:
"They told you I was crazy, didn't they? The Pentagon. They said I'd had a psychiatric break. I told them what I'm telling you. That they are here. Collecting data. Making observations. That's what's in the briefcase. They've been planning for war. And they've been passing the information via courier right under our noses."

I think they are also spying for the other side, that's why they know about Olivia going to Mutsumi Hotel on Broadway, expecting to meet with Nina Sharp. (Remember, she got "brought over by crude method" and drove to the Mutsumi Hotel in the Alt-Universe, and waited for the Alt-Nina that obviously don't know about the meeting.)

As for Broyles forcing Jessups to sign the accident report, I believe it did not mention about death of FBI agent, here is what it said: "A random traffic accident involving a Federal Agent. No extenuating circumstances, case closed. "

I have written the Colonel off. Broyles has forgotten more about the Observer than the Colonel could possibly know (as the saying goes.) I think the Observer(s) were just acting goofy to attract the Colonel and get the attention of the Team by blowing up one of his people bombs. The Observer just wanted him taken off the playing field because he was dangerous. I think the black trench coats and passing info via brief cases like the old spy movies is just some of the subtle humor that these brillant writers give us.

The Observer has acted in concert with Broyles and Nina on a number of occassions. Broyles doesn't (or at least hardly) chase the Observer...doesn't make it any kind of priority. When they captured the Colonel, an Observer was right there...and they let him walk away. When Walter stole the Bullet shaped burrowing object and gave it to the Observer, Broyles didn't punish Walter in any way.

Bottom line: I'm thinking the security problem is someone we haven't met yet. He may have been connected with Harris because Harris also didn't like Dunham.
